Environmental Studies: Laws, Regulations, and Policies

Environmental Studies employs a variety of interdisciplinary perspectives to examine the intricate relationship between humans and their environment. This guide draws from the Library's collection of print and electronic resources to provide information about finding U.S. laws, regulations, and policies that affect the environment. Information in this guide is organized by the following categories, with annotations and instructions when necessary.

FIND BACKGROUND INFORMATION: Books in the McHenry Reference Collection provide definitions, topic overviews, and bibliographies on a variety of subjects. The library maintains many more sources than those listed here, so it is important to browse the shelves around the call number to locate other relevant resources.(Note: Books in the McHenry or Science and Engineering Reference Collection are located in the 2nd-floor Reference Stacks at each library.)

International Encyclopedia of Environmental Politics S&E Ref GE170 .I55 2002 — Provides international perspectives on topics such as global warming, ecoterrorism, the World Trade Organization, and sustainable development. Also presents issues by broad topic, including ethical issues, American environmental politics, and political and social theory.

Environmental Law Deskbook McH Ref Law KF3775 .E47 2000 — Legislative sourcebook includes full text of major environmental laws such as the Clean Air act, Endangered Species act, etc.

Environmental Law and Policy: Nature, Law, and Society McH Ref Law KF3775.A7 P55 2004 — Provides overview and development of environmental laws and policies. Clarifies local, state, and federal relationships. Includes statuatory approaches, private and public rights and responsibilities, globalization, international and comparative law.

Melvyl (http://melvyl.cdlib.org) is the combined catalog of the University of California libraries. Melvyl allows you to request items not owned by UCSC.


FIND JOURNAL ARTICLES : Article databases allow you to search for articles by topic. (Note: The following databases are available from the Library's Research page (http://library.ucsc.edu/research.html) use the Fast Find ... by Title search box. UCSC users can connect to article databases from off campus using Off Campus Access (oca.ucsc.edu/).

CQ Researcher (Dates covered: 1991-)
Explores current issues on a variety of topics including the environment and environmental justice. Examines topics from a social, political, and legal perspective. Reports are full-text and include charts, graphs, and sidebar articles, a pro-con feature, bibliographies, and a chronology of major events and legislation.


CQ Weekly (Dates covered: Online: 1983- || Print: 1961 - Call Number McHenry JK1 .C15)
Find full text reports of issues and legislation before Congress. Includes status of bills, votes, committee activity, and discussion of behind-the-scenes maneuvering in Congress.

Lexis Nexis Congressional (Coverage varies)
Provides bill tracking services, legislative histories, and abstracts for all congressional publications back to 1970. Most congressional committee reports and testimony are full-text back to 1988. Includes fulltext Code of Federal Regulations, Federal Register, Congressional Record and Public Laws.

LexisNexis Academic (Dates covered: 1980- ) [Newspaper Articles and Legal Research]
Select News in this database to find the full text of articles published in selected newspapers. Use Guided News Search for advanced search options by completing the following steps: News category: General News; news source: Major Papers ; in text box, type your topic; Adjust date coverage as necessary.
Select Legal Research to find law review articles and legal news. Federal and State laws include court cases, codes, regulations, patents and tax law.

Expanded Academic ASAP, InfoTrac (Coverage varies: 1980- )
Use this database to find citations to articles in the arts, humanities, social sciences, and popular media. Full text is available for selected articles. This database allows user to limit a search to scholarly refereed (peer-reviewed) publications.

Business Source Premier (Coverage varies: 1965-)
Find citations, abstracts, and some full text articles in U.S. and international business, management, finance, and economics journals. Also includes articles about natural resources, environmental impact, industrial wastes, pollution, pollution regulation, pollution-control costs, and recycling.

Environmental Sciences & Pollution Management (Coverage varies: 1981-)
Find citations and abstracts of articles and reports about agricultural biotechnology, air quality, energy resources, environmental impact statements, safety science, waste management, toxicology, pollution, and environmental science. Use UC-eLinks to connect to the full-text (see below for more information).

Department of Energy Environmental (DOE) Policy and Guidance (http://www.eh.doe.gov/oepa)— Includes environmental databases and reports, environmental laws and new regulations that affect DOE, policy and guidance documents, and pollution prevention programs and databases.

Department of Energy (DOE) Environmental Management: Laws and Regulations (web.em.doe.gov/laws.html) — Find laws, regulations, and legislation affecting the Environmental Management programs at the Department of Energy.

LII: Legal Information Institute from Cornell University (www.law.cornell.edu/topics/environmental.html) — Provides links to federal laws, regulations, court cases including federal, state and international, as well as links to energy law, natural resources, and land use.

Yale Center for Environmental Law and Policy (www.yale.edu/envirocenter) — Focus on international environmental issues. Find information on research and programs, examine the environmental sustainability index, and the regulation and competitiveness project.

Ecolex: A Gateway to Environmental Law (www.ecolex.org) — Collection of databases covering the following topics: international treaties, national legislation, court decisions, and literature (articles, books and "grey" literature, i.e. non-commercially published information). Databases searchable by topic, country and keyword.

ENTRI: Environmental Treaties and Resource Indicators (sedac.ciesin.columbia.edu/entri/index.jsp) — Find fulltext international environmental treaties, or use the Country Explorer to find which treaties specific countries (including the United States) have signed or ratified. Produced by the Center for International Earth Science Information Network (CIESIN) at Columbia University.

National Library for the Environment (www.ncseonline.org) Find fulltext of short publications related to the environment and issued by the Congressional Research Service (CRS). These reports are produced at the request of Congress and cover policy issues related to potential and current legislation.

Center for Energy and Environmental Policy (ceep.udel.edu/ceep.html) Find publications and research produced at the center on a variety of environmental policy issues such as global warming, sustainable development, environmental justice, and political ecology.

Trade and Environmental Database (www.american.edu/projects/mandala/TED/ted.htm) Search collection of case studies related to economic impacts and consequences of environmental social policy. Case studies are authored by students and staff at American University in Washington D.C.

Environmental Working Group EWG (www.ewg.org) — Non-profit organization provides investigative reports, detailed analysis, and free databases on issues including agriculture and public lands as well as toxics and pesticides in food, water, the environment and people. Tracks legislation and debate on current events.
