Budget Reduction Timeline

In consultation with the Academic Senate Committee on the Library and the EVC, the Library will address its significant budget reduction by reducing expenses over a two-year period. Due to the magnitude of the overall Library budget reduction, the collection budget must be reduced - the cuts cannot be absorbed by the operating budget alone.  The collections budget needs to be reduced by approximately $1,000,000 from the FY 2008-09 budget due to campus budget reductions, the rising cost of journal publishing, and inflation.
 
Anticipating reductions, subject specialists began analyzing journals for which UCSC has local subscriptions in March 2009. Analysis of the Library's book purchases - though a smaller percentage of the overall collections expenditures -- is also underway. Further steps will include analyzing journal titles which are licensed in packages through the California Digital Library.
 
Beginning July 1, 2009, adjustments will be made to the Library's materials acquisitions, including book purchases and journal licenses.  The results of these adjustments will be realized by June 30, 2011. We will be consulting with faculty on the best ways to meet cuts, as evidenced in the following timeline:

March - August 2009 Analysis performed on the Library's non-journal series and "standing order" subscriptions.  Subscription cleanup and reductions based on budget strategies realize ~$140,000 in savings.
Librarian subject specialists perform intensive analysis of the Library's locally licensed journal titles. (Phase 1 of the journal title reduction process.)
July 2009 The Library's book approval plans are reduced by 10%, realizing a savings of $70,000
 
August - September 2009 Lists of locally licensed journal titles proposed for cancellation are developed.
 
November - December 2009 Faculty invited to comment on proposed cancellations of locally licensed serial titles.  Faculty may also provide input on journal titles licensed through CDL packages (the target of phase 2 of journal reductions).
 
January 2010 - April 2010 Phase 1 title lists finalized.  Librarian subject specialists begin Phase 2 of the journal title reduction process: analysis of titles within journal packages licensed through CDL. 
 
May - June 2010 Phase 2 lists compiled and shared with faculty members for comment. 
Note: it is most likely that entire packages will be listed for cancellation.  In general, journal packages cannot be unbundled to allow for cancellation of individual titles.

June - July 2010 Lists of cancellations finalized and publishers notified.
 
August 2010 Ongoing journal subscription costs reduced overall by $720,000, the second half of the budget reduction target.
 
January 2011 Most savings from cancellations are realized.
